"In the midst of widespread unemployment and financial collapse, Congress passed the Emergency Relief and Construction Act of 1932, creating the Reconstruction Finance Corporation (RFC)."

The RFC funded state public works projects, including those in Oregon. The Oregon Statewide Relief Council investigated and reported on unemployment, food surpluses and deficits, and educational opportunities in Oregon.

The collection (1932) is from the files of council member Harrison V. Hoyt.

Included are minutes and reports from surveyors, as well as minutes and working papers of the Executive Committee.

Surveys were done by county, and the surveys investigated food surpluses and deficits, unemployment conditions, and educational opportunities, among other factors. Counties represented include: Columbia, Union, Baker, Deschutes, Crook, Wallowa, and Sherman, among others.
