John H. Carkin (1883-1971) was born in Bangor, Maine and graduated from the Minnesota School of Business. He also earned his L.L.B from the University of North Dakota law school in 1908.
He was admitted to the Oregon bar in 1909, and worked in his own private law practice for over twenty years. He also served as City Attorney of Medford from 1921-1929, served in Oregon State Legislature from 1921-1929, and in 1927 was Speaker of the Oregon House of Representatives.
He became chairman of the State Tax Commission in 1929 and remained for the next ten years. He was appointed by Oregon Governor Charles A. Sprague as director and counsel in the rail transportation department of the public utilities commissioner's office. He also served as chairman of Marion County Republican Central Committee.
The collection contains office documents, exhibits, testimony, publications, manuscripts, subject files, books, and correspondence.
The collection contains material from Carkin's time during the 1920s when he served in the Oregon legislature, the 1930s when he was tax commissioner, from 1939-1954 when he was Chief Counsel for the Oregon PUC.
There are also publications and other documents covering his thirty-five years as director and president of the First Federal Savings and Loan and as chief counsel for the Savings and Loan League at the legislature.
In 1967 Carkin donated books, pamphlets and manuscripts relating to freighting, timber, education and taxation.
In 1971 his wife donated manuscripts, testimony, and supporting documents concerning the transportation history of Oregon.
