By February of 2004 accounting overview processes at The University of Montana-Missoula revealed an Athletic Department deficit of nearly one million dollars. In March 2004, Commissioner of Higher Education Sheila Stearns announced the formation of a Special Panel on the UM Athletic Deficit. The Special Panel met March through May of 2004 gathering background information, reviewing budgets, procedures, interviewing relevant persons and summarizing findings and recommendations. The final result was a report presented to the Montana Board of Regents on May 20th, 2004.
Michael S. Mayer, a professor of history at the University of Montana-Missoula, served on the Special Panel on the University of Montana-Missoula Athletic Deficit.

Arrangement
The materials remain in the original order of an accordion folder and a binder. Loose materials were foldered and inserted following existing order.

Materials gathered and held by panel member Michael S. Mayer prior to donation to the Archives.

Processing Note
The bulk of the materials were originally in an accordion style folder and in a binder. The papers from the accordion folder were maintained in order and the folder titles created according to content, beginning with the words "Special Panel." The papers from the binder were maintained in existing sections and folder titles duplicate the section labels. A couple of folders hold papers that were loose or in unlabeled folders. They are labeled according to content. The electronic file was maintained as it was recieved.
