Historical NoteReturn to Top

On February 17, 1934, President Roosevelt established a code of fair competition for the graphic arts industries by executive order. A Graphic Arts Industries Coordinating Committee then produced a Price Determination Schedule, approved April 27, 1934 by Hugh S, Johnson, administrator of the National Recovery Administration. Observance by newspaper publishers and job printers of the code and the price schedule was encouraged and policed by regional code authorities through administration managers.

In Oregon, the administration managers were Arne Rae, who was succeeded in January 1935 by Steen M. Johnson. Arne Rae was also a professor of Journalism at the University of Oregon, and secretary of the Oregon Newspaper Publishers Association.
