Fred Phillips (1869-1964) of Baker City, Oregon, was in the cattle business for over forty years, and was a board member and president of the Baker [Production] Credit Association.
Production Credit Associations (PCA's) were created as a part of the Emergency Farm Mortgage Act, and the Farm Credit Act, both of 1933. PCA's received short and intermediate term credit from Federal Intermediate Credit Banks (FICBs), and the PCA's in turn, offered short term and intermediate loans to farmers and ranchers.

It is not known what court case (if any) this testimony was a part of, nor the date on which the testimony was given.
Phillips was asked to elaborated about his expertise in the cattle business and the financial ups and downs of that business, especially in the 1920s and 1930s. Phillips details the financial difficulty that gave rise to the creation of the Regional Agricultural Credit Corporation (of which he was a board member), an organization that extended credit to ranchers to stockmen and ranchers.
There is a specific transaction mentioned, of a loan made to a man who died shortly after receiving the loan, and whose family has carried the loan, and had never been able to pay it off. Phillips states that his organization would rather carry the loan then make the son sell all his assets in order to pay off the loan.
