H. Tom Davis was an environmental engineer for the Idaho Water Resource Board and an environmental activist. He served as a board member of the Hells Canyon Preservation Council in the late 1960s, was the vice president of the Idaho Environmental Council and was the Boise director of the Greater Sawtooth Preservation Council in the 1970s.

The papers of H. Tom Davis were donated to the University of Idaho Library by H. Tom Davis in January 1999 (MA 1999-01).

This collection was processed using the Basic processing method. Some materials were refoldered. The collection was reduced by 0.75 cubic feet.
