Charles D. Mahaffie (1884-1969) was born in Olathe, Kansas. He received his bachelor's degree at Kingfisher College, Oklahoma and, subsequently, went to Oxford as a Rhodes scholar. There, he received a Civil Law degree. After returning to the United States, Mahaffie practiced law in Oklahoma and Oregon from 1911 to 1916.

In 1922, after a term of service as a Solicitor for the Department of Interior in Washington, he was named Director of Finance for the Interstate Commerce Commission. Mahaffie served in that post until he was appointed to the Commission in 1930, where he served as a commissioner until 1954. He was chairman of the Commission in 1936 and 1949.

Mahaffie was also a member of the United States National Commission and the Pan American Railway Congress Association.

The collection consists of memoranda related to the Interstate Commerce Commission from 1930 to 1955. The memoranda relate to internal affairs of the commission, and include dissents and agreements. The memoranda are all dated and arranged chronologically. The collection was examined by the Interstate Commerce Commission before transfer to the University of Oregon Library, and an unspecified number of memoranda with accompanying correspondence was removed for policy reasons. Deletions among early memoranda may be determined by the absence of numbered leaves; later deletions may be inferred by gaps in the dates of correspondence.

A small section of personal papers at the end of the collection includes the bound volume, Index of Expressions (Concurrences and Dissents) Motor Carrier Cases, by Charles Mahaffie. There is also a typed collection of biographical sketches of members of the Interstate Commerce Commission date July 22, 1954. Members profiled are: J. Haden Alldredge, Anthony F. Arpaia, Owen Clarke, Hugh W. Cross, Martin Kelso Elliott, Howard Freas, Colonel J. Monroe Johnson, Charles Delahunt Mahaffie, Richard F. Mitchell, Kenneth Herndon Tuggle, and John H. Winchell.
